# Agent Register

> An agent register is the authoritative list of every AI agent a business runs: what each one is, who owns it, what data and actions it may touch, and how deeply it can be observed. It is the precondition for AI governance, because you cannot govern what you cannot list.

Every governance regime starts with an inventory, and AI is no exception. The register turns a rumour ("marketing has some AI thing") into an entry: named, owned, bounded. Crucially it includes the agents that came embedded in purchased software, because that is exactly where estates go dark.

Once the register exists, everything else has an anchor: monitoring attaches to entries, approvals attach to actions, and the kill switch has a list to act on. The register comes first.
